Proposal: replace OWNERS with GUILD
format:
ldap skill-level
where skill-level is one of apprentice, crafter, journeyer, master and grandmaster
optionally allow 'retired' in front of the above.
And we could have languge-related GUILDs too, though I wouldn't call my readability review CL a _masterpiece_.....
